feat(a11y): publish the accessibility tree to screen readers

Turns on cce-ui's `a11y` feature and returns true from
publishes_accessibility, so the editor's widgets reach AT-SPI. The pin is
repinned to the cce-ui commit that has the feature by bump-revs right after.
