Cargo.toml: cce-core joins the workspace, patched to the local crate

cce-core is the GUI-free half of the toolkit (config, input, motion,
units, ipc and the spec parsers), split out of cce-ui, which re-exports
it; the compositor, cce-browser-open and cce-window-manager depend on it
directly. Its pin is patched to ../cce-core like cce-ui's, and CLAUDE.md
lists it among the shared crates. Cargo.lock also carries the
re-resolution of members' manifests that had changed since it was last
committed (cce-desktop-portal's dependencies, tokio dropped by two
crates).
